P.A. City Council gives their frat Brother, Dr. Thigpen, a
$125-dollaran  hour job to do an evaluation!! Basically
adding and dividing numbers.  Port Arthur elected officials
continue to sink lower in morality. As Ive always stated that
council is so incompetent that they now want to outsource their
job of evaluating staff to a former employee that was fired from
the city of Port Arthur.   Nothing in the charter that
allows them to delegate their responsibilities. Some are calling
this a frat brother hookup. Some calling it payola. Some are
saying they are doing this so they can put negative comments
without staff knowing who did it. My opinion is that they are
doing it for a kickback.  Council is on the verge to
violating local government laws.
