England, as well as the Tudor Poor Laws, leading up to the 1601
Elizabethan Poor Act. Something radical happened with the
Dissolution of the Monasteries - care for the poor was suddenly
shifted from being something that the church handled through the
monasteries, to being something that fell on the government's
shoulders. The debate about who should care for the poor has been
with us since then.
