something seemed abundantly clear in the United States; the country

academics dropping and, coincidentally, the military enrollment,
the government decided it was time to come up with a plan. So, the
No Child Left Behind Act was brought into existence. At first,
everyone seemed hopeful that the new plan in American education
would make a difference—and it did. But, not the kind the United
