practiced law as a transactional attorney, specializing in

respectively, global law firms Clifford Chance US LLP, Skadden,
Arps, Slate, Meagher & Flom LLP, and Mayer Brown LLP.
 Boris also formerly served as National Security Advisor to
U.S. Senator Ted Cruz (R-TX). Boris’s policy writing has appeared
