most cities, the municipality is in charge of negotiating and
managing the lives of its civilians. Usually this is fine, but
sometimes bureaucratic mistakes incur real human consequence. This
broadcast, we spoke to Helena, a small business owner. Her gelato
shop, Gelateria Candiero was forced into closure after a
long-winded, confusing, and frustrating stint with municipal
bureaucracy. We discuss her story and its implications on
