Protesters took to the streets of Chicago late Tuesday after police released a graphic dash-cam video showing an officer shooting 17-year-old Laquan McDonald.

McDonald was killed in October 2014. The city's mayor has called for peace.

"I believe this is a moment that can build bridges of understanding rather than become a barrier of misunderstanding. I understand that the people will be upset and will want to protest when they see this video," Mayor Rahm Emanuel said. "We as a city must rise to this moment."

Chicago has been preparing for protests in advance of the video's release, which was ordered by a judge to happen no later than Wednesday.

McDonald was a black teenager. The officer who shot him, Jason Van Dyke, is white.

French authorities working to dismantle the network of terrorists behind the Paris attacks on Tuesday revealed a troubling find.

Another attack could have been just hours away when police closed in on the suspects' hideaway last week.

Suspected ringleader Abdelhamid Abaaoud and another man were planning a suicide attack on the Paris financial district of La Defense on November 18 or 19, Paris prosecutor Francois Molins said. Instead, both men were killed during the dramatic raid in Saint-Denis that shook a neighborhood and collapsed an entire floor of an apartment building.

The prosecutor did not elaborate on how authorities deduced the plot was in the works.

And while Molins' latest statement to reporters provided new details about a closely-watched investigation, several key questions remain unanswered:

Ringleader returned?
Phone signals indicate that Abaaoud was in Paris' 10th, 11th and 12th districts on the night of the attacks, between 10:28 p.m. and 12:28 a.m., Molins said.
"This suggests that Abaaoud returned (to) the crime scenes after the attacks" on the restaurants and while authorities were "still intervening at the Bataclan" theater, Molins said.
Police said Mohamed Abrini was driving the car that was found abandoned in a Paris neighborhood where one of the shootings occurred.
