Ann Hoover bought her first home in 1995 in the Pittsburg,
Pennsylvania neighborhood of South Oakland. This neighborhood was
somewhere that needed a lot of TLC (tender loving care) and Ann,
along with her neighbors, were excited to rehab the area. Everyone
including Ann and her next-door neighbor, Roy Kirk, looked forward
to the transformation and had wonderful and exciting plans for
their neighborhood. However, when Roy started doing things to his
home that damaged Ann's, Ann felt her only path to recouping her
losses was to eventually go to court.
